Now, what's the problem with Weapon Arts? Why, you need to Two-Hand your weapon! That means putting away your shield, and using a different moveset, one that may well be less potent than the One-Handed moveset. As a matter of fact, a number of weapons considered to be "Top Tier" have very useful weapon arts that bring them ahead of the pack.
What you seem to not realise is that a lot of this versatility also comes from their Weapon Art: The Stance Weapon art contains both a Shield Breaker attack capable of netting you an easy, fight ending riposte, as well as a Charging Thrust attack that has hyperarmour and does significant damage, especially if it nets a counter hit.
Straight Swords are widely considered to be one of the most versatile weapons in the game: Reasonably fast swings, decent damage, many of them have both slash and thrust attacks. In your post you stated that the Shield of Want is the most useless should in the game because it "only give you small soul gain percentage and has no second ability like parrying shields" so now I'm sure you're, to say the least, a little on the new side yourself, I'm going to explain the usefulness of Weapon Art Shields.
